The functions of the Center for Standards and Technical and Technological Support of Construction

As part of the normative and technological documentation VNIIST performs the following functions:

• development, approval, expertise and support of approval and enactment of GOST R, GOST and codes of practice (CP);

• elaboration and approval of Technical Specifications for products, organization standards, guidelines, recommendations, test procedures and programs and other Technical Documentation;

• working out special technical conditions for design and capital construction objects and their approval by the Ministry of construction, housing and communal services of the Russian federation, Committee of the city of Moscow for price policy in building and state examination of projects (Moskomekspertiza);

• elaboration of technological rules for the operation of hazardous manufacturing facilities (hereinafter referred to as HPF);

• elaboration of safety substantiation for hazardous facilities and the relevant expert review of industrial safety;

• Development of Oil Spill Response Plans (DOSRP);

• Development of standard process solutions, standard construction projects and flow charts;

• working out unified rates and design standards;

• development of technical and economic feasibility studies and comparisons;

• evaluation of the implementation effectiveness of regulations developed;

• forming of strategy of development of normative base and standardization system.
